I've always hated them I'm short and can't pay for expensive or custom boots. And along with being short my calves are not small but not large either. I find normal boots just hit me in the wrong spot. The biggest part is not at my calves. My heals alway drop down in the boot because of this so it feels like the boot is like way below my heals. Anyone know any brands that they liked for shorter tall boots  that are not over 200 the less the better!! Do you find the ones with zippers help?

Thanks!

zippers help. Hey, I'm short too! :D Join the club. I'm 5' and 17  and totally done growing.

Right now I wear Beval puissance boots. I'm not sure if they make them anymore, but I got mine in maybe 2005 at the Beval sale. Theyre in great condition but honestly they're not my fav. If I had my choice I'd get sergio grassos, but I don't have the money for them :(

That being said, I have no idea how much they cost because they were already on clearance or something when I bought hem, and the sale dropped the price to about $200 and the lady that helped me try them on said I got a freaking amazing deal on them.. so you might have to spend a pretty penny on them but they do fit well.

I'm (almost) 5'2" and I love my Beval Puissance boots, but I think they are running at around $850 these days...

Sounds like your best bet is to buy some reasonably priced off-the-rack boots and go to a good shoe/leather repair shop.

When I was a poor working student my boss gave me a "cast off" pair of her custom boots. I'm not short but she was about 6 ft. tall so they dug in behind my knee. Rather than ditch the nicest pair of boots I'd ever owned I took them to a shoe repair shop and had them trimmed down to fit me. I think I spent about $30 to do this.... Instant custom boots. I had zippers installed in another pair for $75 which allowed me to have the calves custom sized to me.

... may be an option.
I just bought boots from here:

I will let you know how they are. You can customize thses "off the shelf" boots for not much money. A pair of tall boots for under $200! Wow!

If your boots are hanging down below your heel, the foot part doesn't fit right. Sounds like the foot is too big, or you have too much room in the instep area. If they are field boots, try tightening the laces. If fit is not an issue, they might just still be too stiff and not broken in.

Much of the "tallness" can be dealt with by breaking your boots in well. They need to soften around the ankle so you can scrunch them down. Remember that once they're broken in, they'll drop at least an inch. If they're still too tall, a good shoe repair shop can take a little off the top of the boot. I'm 5'2" and have had boots cut down before. Not sure how they'd do it if there are zippers, but I'm sure there's a way. Just make sure they drop as much as they're going to before you have them cut down.

If the fit of the calf doesn't fit you correctly, that can also be tailored by a shoe repair shop. They can take out or add material for a more custom fit. And it's usually pretty cheap, too. I think they just don't know how much money they could be charging for the job.

Do you have a pair of tall boots that fit you nicely in the foot and around the ankel/calf area already?
If so, find your local cobbler/shoemaker and have him give you an estimate of what it would cost you to shorten the boot to fit.
I'm blessed with a shoe guy that on occation tells me that if I don't mind waiting a little bit to get my zipper fixed that would be awesome since he's swamped with work that Bevals (!) sends him.

A good shoe guy will probaly be able to alter the boots you already have to fit for less then you could get a new pair.
If this is not an option at $200 you'll want to hit a wellstocked consignment store and look for a bargain that just happens to fit you.

I am also short 5'1", I have found the only thing that fits is Ariats. I like them a lot too. I did have to sacrifice getting the "skinny" leg for the "short" leg so my boots are a bit bigger than I'd like but they don't come up too high.

Try the La Mundia (http://www.la-mundial.com/)l boots... Fully custom.. for $550... very very reasonable.. My daughter just got a pair and they are lovely lovely boots. Broke in at one ride You have option of zipper styles, lace styles, and leather types and color.

The only downside is they take a while to get in about 2 or 3 months. They are made in Ecuador. I ordered her's at Rolex this year and couldn't be happier with them. She had a similar length/calf problem but loves her new boots.

Here are some pics of her boots.

It may be very reasonable to you but the OP specifically states her maximum budget is $200.

Try looking at the Devon-aire boots. I know they make the larger sizes.. not sure about the height.. But they are around your budget of $200

Sorry, it doesn't matter if you're short, tall, skinny, or fat or completely average, some days I think tall boots weren't meant to fit ANY of us... :)

That being said, measure yourself and check ebay for a pair of used customs or used high end boots. Undoubtedly someone else has similar measurements to you and perhaps outgrew them or wanted to buy new. You'll get better quality for your money.

Any boot can be a custom boot. All you have to do is take them to a shoe repair shop. It's like getting your show coat altered. And as long as they don't know how much specialty boot repair shops charge ($$$$;)) you can get out of there with perfect fitting boots for $20-$30.

OP, just look for a boot where the foot part fits you. Everything else can be altered. (Don't buy a slim calf if you need xx-wide, but if you find something that's close to your measurements, that can be altered. And it's easier to take material away than add material, so pick something a little bigger rather than a little smaller.)
