I am completely 'green' when it comes to trailers and am looking at an inexpensive used 2h. Can you experts out there tell me the best things to have included in the sale price, or have included if I have to pay for it?

If your state/local jurisdiction has inspection requirements I would make sure that the dealer would guarantee the trailer to pass any inspection. Other items are going to be pretty much like a used car.. buyer beware. I would check w/ your friends/collegues to see if they can recommend a good trailer repair person who could take a look at the trailer (much like a mechanic would look at a used car) to make sure electrical & Flooring is in good shape; as well as check for rust.
Depending on the price once the deal is done - maintenance is going to be up to you which is why you might want to get some guarantee to pass through any state/local inspection requirements (if your area has such requirement) that way the dealer would be responsible for any repairs needed to pass inspection.
