2 questions. Can you carry a whip ? And at the trot is it mandatory to post or can you sit the trot ?

You can carry a whip and can sit or post the trot unless otherwise requested.

Why would you want to sit the trot when with most riders it restricts the horse?

An effective rider can more easily balance and influence most horses' movement in the sitting trot. Riders who restrict the horse typically don't (or at least shouldn't) ride young horses in the materiale classes anyway.

Any materiale and suitability classes I have been in (including Devon) all the riders post the trot. :)

ETA: I am not saying that sitting the trot is wrong in these classes, I have just never seen it.
