This was the subject of a write-up last week in Horse & Hound: British Eventing unveils safety manifesto (http://www.horseandhound.co.uk/news/397/286737.html)

That looks like a great step forward! Let's follow their lead! Have USEA or USEF "answered" this press release in any way?

Saw that this morning. Liked the quote from Mr Etherington-Smith. "We have been unfairly accused of not sharing information in the past, but we do need to communicate more."

It would be great to follow their lead, but of course we have the USEA/USEF problem in this country. BE is a rule-making body and has more authority than USEA. Even if USEA could do some of these things, it would still be up to USEF to follow through.

Why would USEF oppose any part of this? If Kevin (USEA) handed that manifesto to David (USEF) and said: "This is what we want to do", why do you think there would be opposition?

I am not sure, but I believe that BE's relation to BHS (the NF) is similar to USEA's relation to USEF (the NF).

The British Equestrian Federation (http://www.bef.co.uk/) is the National Governing Body for horse sports in the U.K. It is not blessed with the Ted Stevens Amateur Sports Act so primarily concerns itself with developing and fielding international teams. The BEF deals with the FEI. It does not have individual members but is an umbrella organization for 16 other horse related organizations including British Eventing and the British Horse Society.
British Eventing (http://www.britisheventing.com/) runs eventing in the UK including recognizing events and making the rules. The British Horse Society (http://www.bhs.org.uk/content/default.asp) is more concerned with horse welfare and education. As such it does the more useful things for the average rider such as accrediting riding schools and stables, qualifying instructors, preserving trails, etc.
So BE is more powerful than the USEA which is why it can take the lead on many issues affecting eventing.
