Opinions on this harness?

My friend sent me this link to a harness on eBay, and asked me what I think of it. I'm new to driving, so I couldn't tell her anything. What do the knowledgeable folks on here think of it? She's looking at it for a 2-wheel cart. (is a collar appropriate for that?)

Couple of questions to ask the vendor
1) is it imported or Amish?
2) what size is the collar

I remember hearing recently that a tack store was going out of business and someone was going to be e-bay-ing the contents

But . . . if the collar is the wrong length then the price of the harness is not the bargain it seems

My only other concern (assuming its Amish and not imported) is that the breeching is very narrow and to make it feasible you'd need some decent pads to give the horse some comfort
