The first round was 1.25m which is around 4'. It moved up to 4'2" for the final round.
These horses are not "specialists" in the show jump ring like the grandprix jumpers which are why the fences are low. Keep in mind these horses just ran around a xc course a day before. The heights may seem low, but these horses are battling the effects of xc from earlier on in the competition.

The "lady" is wrong. 3'9" is the height of intermediate or CCI**. This is run under the premise that it is a CCI****. The fences are 4'. 4'2" for second round. There is a 5cm tolerance, so some of them can get up to 4'3".

The table of FEI dimensions for eventing is here
http://www.fei.org/Disciplines/Eventing/Documents/ANNEX%204%20-%20Obst%20heights.pdf
For a "normal" ****, the height is 1.25m (approx 4'1") and 2/3 of the jumps must be that height. there is a 5cm (2") "builder's tolerance", so some might be as big as 4'3".
Max width at the top is 1.6m and max width at the base is 2.3 m.
The exra show jumping round isn't in the normal rules, but I think it is run at 4'3".

I was wondering why Melanie Smith kept saying 3'9"... I was wondering if it was another wacky modification for Beijing.

I thought the second round was run at 1.35m... I'm pretty sure that's what I heard it was run at at Athens in 2004 anyway

was there a rule at some point that stated that the SJ of CIC competition was to be 3" higher then that of the same level at a HT?
Like SJ for Prelim is 3'6'' but at a CIC or CCI it was going to be 3'9''?
why the heck am I thinking I heard that at one point in time?
I swear I heard David OC talk about our horses at Rolex jumping 4'2'' and how it is now, even harder for them on that last day...
am I nuts?

Look at the link I provided in post #8 for the FEI heights.
Yes, the Show Jumping height is a few inches higher than the Cross Country height at all the FEI levels

Why were all the horses wearing breastplates in the show jumping?

Why were all the horses wearing breastplates in the show jumping?
Because most eventers wear breastplates whenever they jump.

Are the eventers wearing breastplates in jumping for a functional reason? Or is it the fashionable thing to do?

Function. These horses are very fit. The breastplate keeps the saddle in place so it does not slip back with the horses are jumping. Also, many riders also ride with a running martingale attachment on the breastplate. Also for function.
